Jon N. Halverson - President
Jon Halverson, a member of the Mount Werner Water & Sanitation District board of directors since December 2004, retired from a 28-year career as a natural resources attorney with Davis Graham & Stubbs in 1992. He joined the law firm right out of Columbia University law school in 1963 and became a full partner in 1968.

Halverson was a member of the board of directors of Strings in the Mountains from 1994-2001 and chairman from 1998-2001; and he was on the board of the Yampa Valley Land Trust from 1993-95. He served on the Colorado Council of the Nature Conservancy from 1996-2004, and he is currently on the Local Advisory Committee in Routt County.

Halverson, 67, earned his Bachelor of Arts degree in international relations at Dartmouth College in 1960.

Originally from Syracuse, N.Y., Halverson discovered Steamboat Springs as the ideal family weekend get-away in 1973. He and his wife Anne purchased property to build a home in 1978 and turned it into their permanent residence in 1993. Halverson enjoys outdoor activities such as skiing, hiking and tennis. Halverson and his wife have two adult children living in Boulder, Colo.

Nancy A. Mayer - Vice President
Nancy A. Mayer has devoted her recent work and education to environmental and natural resource issues, with a focus on water conservation, land planning, and river and wilderness management. Besides her work on the Mount Werner Water & Sanitation District, she is a member of the State University of New York (SUNY) College of Environmental Science and Forestry College Foundation board of directors. She is affiliated with the National Audubon Society and the National Wildlife Federation. She received her Bachelor of Science degree in forest biology from the College of Environmental Science and Forestry at SUNY. And she received her Master of Science degree in environmental policy at the same school.

In other community work, she is a member of the Steamboat Springs Board of Adjustments; member of the Steamboat Springs Rotary Club; and vice president of the Running Bear Homeowners Association. She is past president of the SUNY College of Environmental Science and Forestry Alumni Association, past president of the Syracuse (N.Y.) Rotary Foundation; and past member of the Dewitt, N.Y., Citizens Advisory Committee.

She has worked as a manufacturing consultant, where she devised systems to reduce production costs and eliminate waste and non-value added activities. Previously, she worked as a Project Leader for Avco Lycoming/Textron in Stratford, Conn., and in the chemical division at Morton Thiokol in Chicago. She has her certification in American Production and Inventory Control.

Kathy Connell
Kathy Connell brings years of community involvement to the Mount Werner Water & Sanitation District, including an eight-year stint on the Steamboat Springs City Council where she served as president. Her focus on the community began with her 1978 arrival from Kansas City, where she worked as a Juvenile Probation Officer. She obtained her real estate license in 1980 and co-founded Colorado Resort Services, a resort management company that continues to this day and has grown to an organization of 100 employees.

Her tenure on the City Council began in 1997, a period that saw the area’s most significant growth with a focus on continued quality of life. Other community groups that have benefited from her involvement include the Human Resource Coalition, the Steamboat Springs Planning Commission, the Steamboat Springs Transit Advisory Board, and the Steamboat Springs Lodging Committee. She has added her support to the Steamboat Community Players, the Routt County Search and Rescue, Steamboat Springs Arts Council, Tread of Pioneers Museum, and Steamboat Springs Winter Sports Club, among others.

Her activity has garnered her many awards, including Yampa Valley Business & Professional Women Employer of the Year in 2001 and Steamboat Pilot Readers Choice Best Elected Official in 2001. Her Colorado Resort Services was named to the Top 100 Female-Owned businesses by Colorado Biz Magazine in 1997.

She is a past member of the board of directors for Strings in the Mountains and Perry Mansfield Arts Performing School. She is a past member of the Yampa Valley Regional Airport and Steamboat Springs Airport Commissions. The Airport Commission was formed under Connell’s leadership of the City Council. She helped negotiate the lease for the Steamboat Springs Airport Terminal, a transaction designed to enhance the general aviation airport’s likelihood of gaining profitability.

Stephen H. Gale
A member of the Mount Werner Water & Sanitation District board of directors since January 2006, Stephen Gale has a background in engineering and industrial safety, with a special interest in municipal infrastructure. And since his retirement from TIC (The Industrial Company) of Steamboat Springs, Gale has dedicated himself to community involvement.

Besides his role as a volunteer member of the MWWD board of directors, Gale serves as a member of the board of directors of Everything Outdoor Sports (EOS) in Steamboat Springs. He also volunteers in the woodworking and welding shops of the Steamboat Springs High School.

Most recently, Gale served as corporate director of safety for TIC, a company that has become one of the world’s largest heavy-industrial contractors specializing in, among other things, water and wastewater expertise. He retired in 2003 for health reasons. Prior to his 14-year tenure with TIC, Gale operated a construction company in Steamboat Springs, managed a string of fishing lodges in Alaska and worked for Martin-Marietta Aerospace. He also served on the Steamboat Springs Planning Commission for four years in the 1980s.

Born in 1950, Gale played football for Tulane University and received his Bachelor of Science degree in Mechanical Engineering. He furthered his education at the University of Minnesota where he received his Master of Industrial Safety degree. His passions and hobbies include woodworking, fishing, flying, golf, physical fitness, and bridge. He lives in the Whistler Park section of Steamboat Springs with his wife, MaryLiz, and their two children, Erica and Anna.
